penn state has top ten talent every single year and franklin just can't get them over the hump. they recruit circles around most of the big ten, but they always find a way to lose the one game that matters. that said, calling them the most overrated is a stretch when you have teams like usc who can't play defense. their floor is still nine wins with that schedule. they'll probably choke against ohio state or michigan again, but they'll beat up on everybody else and finish ranked. we'd kill for their problems in the mac.
